Changes to IRC Rules For 2015

In October delegates representing IRC owners from all over the world gathered for the International IRC Congress meeting in Windsor on the outskirts of London. As well as the serious matter of discussing IRC in different countries, Rule changes and how to encourage more people to join our sport, delegates use the weekend as an opportunity for informal chats and comparing notes with others.
