Details emerge from youth accident

The Coast Guard is conducting an investigation regarding the youth sailing program accident on July 28 in Miami, FL. Officials said the investigation could take several months to determine fault and identify any regulatory failures. Here is some information that has been revealed:
• The cause and manner of deaths of 7-year-old Mila Yankelevich and 13-year-old Erin Ko was determined to be accidental drowning. All six occupants – five children and one instructor – were wearing life jackets while sailing the 17-foot Hobie Getaway catamaran. – Full report
• Of the six occupants, the 19-year-old counselor and one 12-year-old child were not injured. One of the hospitalized children, 7-year-old Calena Gruber, was released after receiving stitches and treatment for minor injuries. An 11-year-old girl, identified as Arielle Itke Bas Rivka Aliza, remains in critical condition. – Full report
• Maritime attorney Brandon Volk said the sailboat had the right of way, but questions whether one counselor for five children was sufficient to both instruct and safely navigate. – Full report
• PortMiami harbor pilot Jon Nitkin said the accident happened in unrestricted waters, meaning it was wide enough that the barge had multiple avenues to maneuver around the smaller vessel. Nitkin questioned whether the captain of the tugboat, which was pushing the barge, was aware of the smaller vessel, but would typically position a crew member on the bow of the barge as a lookout. – Full report
• As part of standard procedures, alcohol and drug testing was completed for both individuals onboard the tug and barge as well as the sailboat operator. All results were negative. Coast Guard Sector Miami investigating officers are seeking all available imagery and information from the public related to the recent collision.
